Education News: Exclusion - Concern over Bill's ban on library visits

Children excluded from school will be banned from going to their local library once the Education Bill becomes law, it emerged this week.

Junior schools minister Lord Andrew Adonis made the admission in aconfidential letter sent to the children's commissioner for England AlAynsley-Green, which has been obtained by Children Now.

The children's commissioner has attacked the plan, saying it is neitherpractical nor desirable. It has also sparked fierce criticism fromchildren's charities.

The letter, dated 27 June this year, refers to a clause in the EducationBill that attempts to ensure that children are not left free to wanderthe streets during an exclusion.

Clause 90 stipulates that where a child has been excluded from schoolfor up to five days, parents will commit an offence if their child isseen in a "pub-lic place" during school hours.
