Social exclusion: DfES to remain responsible for delivery

The new cabinet minister for social exclusion will not have responsibility for delivering children's policy on the ground, it emerged last week.

Hilary Armstrong will aim to raise outcomes for looked-after childrenand reduce the rate of teenage pregnancies. But neither policy area willbe moved out of the Department for Education and Skills as some in thesector had previously feared (Children Now, 17-23 May).

A statement put out by the Cabinet Office said that Armstrong's workwould "complement the role of departments that will continue to haveresponsibility for delivering social exclusion policies on theground".

The clarification was welcomed by the National Children's Bureau. Chiefexecutive Paul Ennals said: "Early indications are that HilaryArmstrong's staff are working in a sensitive way alongside the existingexpertise in the other government departments. They understand the riskof fragmenting an agenda that is still being formed."
