Council criticised over 'flawed' home to school transport scheme

A local authority has been criticised over its “flawed” post-16 transport policy after a teenager with special educational needs was denied free travel to college.

Following a complaint to the local government and social care ombudsman (LGO), the mother of the teenager was told that her son, who is in receipt of an Education, Health and Care Plan (EHCP), “did not meet” the criteria for Northumberland County Council’s transport policy.

Her application for travel assistance was declined on two occasions, citing that her son was not attending his “closest learning provider” and that his course was “a lower level” than his previous studies.

The mother argued that the time it took to get to her son’s college, compared with the one the council judged to be closest, differed depending on the route mapping service used. She also said that the council did not explain its transport policy and how her son’s eligibility for funded transport would be affected by his choice of college.
