The report, Why Do Young People Pay More?, saw Rainer and pollster YouGov quiz more than 4,000 young people in England and Wales about their finances.
It uncovered concerns about the complexity of the benefits system, in particular the long delays faced by some young people when trying to call the government's central claims system. More than one in seven of the young people surveyed said it took them longer than an hour to get through.
Joyce Mosley, chief executive of Rainer, said: "As with other areas of policy, young adults often fall between the measures intended to tackle these issues. They don't qualify for the support targeted at under-18s and adult services are simply not meeting their needs.
