Giant jails bad for young offenders

Plans to construct supersize prisons across England and Wales could put young adult offenders in danger, youth charity Rainer has warned.

Lord Carter's review of prisons has urged ministers to save costs by building a number of Titan prisons, giant jail complexes that would house up to 2,500 adult convicts. Justice Secretary Jack Straw has backed the idea and pledged to build up to three Titan prisons.

But Joyce Moseley, chief executive of Rainer, said Lord Carter had failed to recognise the needs of 18- to 21-year-old prisoners.

"These young adults are vulnerable and need treatment rather than punishment. My concern is these young people could be put into Titan prisons far away from their home and families," she said.

Another recommendation made by Lord Carter and accepted by Straw was to convert smaller adult jails that the Titan prisons would replace into facilities for young offenders.
