Mike Counsell, 58, head of Gloucestershire County Council's Youth and Community Service, headed services for 20 years, 15 of them in Gloucestershire.
Counsell was appointed OBE three years ago. He was a founder member of the Association of Principal Youth and Community Officers and sits on the board of The National Youth Agency.
He is succeeded by Lynne Speak, who becomes interim head of youth service until a full-time replacement is recruited.
