Doug Nicholls, general secretary of the union, said the strike on 27 April prompted employers to make fresh proposals.
He said: "There has been movement on most areas of concern, although two or three critical matters remain, such as assimilation to new pay grades."
However, Les Lawrence, chair of the JNC employers' side, denied any new proposals had been presented to the union, which began its annual conference as YPN went to press.
"We have not changed the basis of the pay deal, it is all exactly as before," said Lawrence.
Colin Meech, Unison national officer for youth work, said he was also unaware of a new offer.
