Negotiations between employers and employees have not led to a formal offer. But Doug Nicholls, general secretary of the CYWU, said there had been a "willingness by employers to discuss some key aspects that they rejected previously". These include the overlaps of proposed pay ranges, the advanced practitioner scale and the relationship between qualifications and duties.
Nicholls said: "We're moving forward but we're going to have to see words on paper."
In a statement on the union's web site, he said: "It is not a sign of union weakness or employers' strength to suspend action. It is a measure to facilitate further negotiations around key aspects of a complicated set of negotiations."
