For the first time in its 42 years, the Joint Negotiating Committee for Youth and Community Workers (JNC) has failed to reach an "easy and amicable" agreement over pay and conditions, according to Doug Nicholls, the CYWU's general secretary. The JNC met earlier this month for a special pay conference, but workers' representatives rejected the employers' proposals.
Sticking points are in two areas: the level of pay for youth workers, and the qualification levels set for the profession.
"We don't want to see strike action at this crucial time when our members are trying to implement the Government's Transforming Youth Work agenda," said Nicholls.
