This will feed into the 2007 Comprehensive Spending Review, which will set the direction of government spending for the next decade.
The Government has already said that the children and young people's services review, which is being carried out with the Department for Education and Skills, will have three strands: youth services; families with disabled children; and families at risk of becoming trapped in a cycle of low achievement (YPN, 29 March-4 April, p2).
The terms of reference will define more closely what will be included in each area. They are expected to include a focus on preventive services and breaking down barriers to local delivery. A Treasury spokesman said: "Given the fact that there is a constrained budget, it is more cost-effective to intervene early."
