The Treasury-led review, which launched on Monday (15 May), will consider all aspects of spending, financial services and tax policy affecting charities and voluntary and community groups.
Voluntary sector minister Ed Miliband said other challenges would include tackling the barriers faced by voluntary organisations in delivering public services, extending the reach of volunteering to disadvantaged groups and improving voluntary sector resources.
Susanne Rauprich, chief executive of the National Council for Voluntary Youth Services, said: "This is the first time the Government has made a priority of empowering citizens alongside public service delivery. As past chair of the All-Party Parliamentary Group on Youth Affairs, Ed Miliband has the right understanding of young people."
