The education and inspections bill, which is going through Parliament, will place a duty on local authorities to provide educational and recreational leisure-time activities for young people.
The Government has said this includes youth work, but has not made this explicit in the bill. But last week, the Department for Education and Skills sent a bulletin to authorities outlining its intention to produce guidance.
The bulletin states: "'Educational leisure-time activity' relates to activities that are delivered using youth work methods and approaches."
The bulletin also says the guidance, which will be subject to public consultation later this year, will require local authorities to publish information on activities available and produce a "statement of ambition".
