Education bill: Government to place duty on councils to provide youth work

In its current form the bill would place a duty on authorities to provide "educational" and "recreational" leisure-time activities, but it does not mention youth work.

At the second reading of the bill in the House of Lords last week, education minister Lord Adonis said he would introduce an amendment, "to make it explicit that local authorities in fulfilling the new duty must ensure access to activities that will promote their personal and social developments, which, in practice, includes youth work".

Beverley Hughes, the minister for children and young people, said youth work was within the scope of the duty, but the amendment would clarify this.
