Clause six of the education and inspections bill, currently going through Parliament, will require local authorities to secure "sufficient educational leisure-time activities" and "sufficient recreational leisure-time activities" for young people in their area.
Phil Hope, under-secretary of state for education and skills, said: "A significant youth work contribution from the local authority will be central to the fulfilment of the new duty. Local authorities will need to consider whether their current youth work contribution is appropriate, following consultation with young people."
Youth work organisations have been calling for an amendment to include the role of youth work in the bill (YPN, 5-11 April, p2). But no such amendment was tabled when clause six was being debated at the committee stage.
