Activities that improve young people's personal and social development are central to the new legislation and have a specific duty to secure access to sufficient youth work activities and related facilities

A new duty on local authorities "A local education authority in England must, so far as reasonably practicable, secure for qualifying young persons in the authority's area access to sufficient educational leisure-time activities for the improvement of their wellbeing, and sufficient facilities for such activities"

(Clause six of the Education and Inspections Act)

ENACTED IN JANUARY 2007

The duty will fall within the remit of the director of children's services and lead member for children's services

The duty applies to the 13-19 age range and those aged up to 24 with learning difficulties. To accommodate other individuals with early or delayed transitions, local authorities should be clear they are able to secure access under other related provisions

4.5m will be available to local authorities in 2006-07 as they develop and publicise their local offer of "things to do and places to go"

Local authorities should improve their information provision to young people, ensure it is comprehensive, accurate, accessible

Involving young people: not a one-off exercise, but an ongoing dialogue that can help shape and inform provision as time passes.
