Yes, the clause is a bit obscure and does not go far enough - why didn't we copy the law in Finland or the Irish Republic? But it offers a new platform on which to build young people's entitlement to the kinds of experience and outcomes that good youth work encourages.
The clause has three principal features. For the first time ever, it places a duty on local authorities to secure sufficient opportunities for young people in their leisure time, to develop as people and not simply academically.
Second, it requires these opportunities to be shaped by young people's own views in a process of democratic engagement, building on the Youth Opportunity Fund arrangements.
