Young people need good social policies as well as different facilities that will engage their mind, body and spirit; help them to make their way in the world; and, where necessary, address antisocial behaviour.

But as a society we have reduced opportunities for young people and many of the buildings intended for the young have become shabby and ill-equipped through decades of under-investment.
