Has the moment come for something similar for the youth service? The Scouts could ride along the crest of a wave in an eternal Gang Show. Youth leaders in dingy, Albemarle-era, youth clubs could begin endless convivial conversations at the pool table. The union could pledge solidarity to Cuba and Nicaragua while the national bodies for voluntary youth organisations and youth officers could routinely denounce the National Youth Bureau. Ah happy days - far from targets set by government or new-fangled services for the young. Or the universal affection now felt for The NYA.

But as with the reunified Germany, the world has moved on. The old GDR regime was no longer sustainable: support, both external and internal, had leached away. Youth work needs endless renewal to maintain its relevance.
