Meanwhile, in Berlin, the imaginative Bertelsmann Foundation was hosting a seminar on democracy bringing together 40 participants from Helsinki to Palermo.
The seminar's content reflected a growing German frustration about the working of its democratic institutions and federal structures as well as uneasiness across Europe about the engagement of citizens in the political process. Naturally, attention was given to youth involvement. Here the British participants, including from The NYA and the British Youth Council, were able to contribute from our own experience: it's an encouraging, if unfinished, tale.
A speaker from the USA connected the youth participation agenda with a more explicit youth development, or youth work, approach. The particular needs and interests of young people, and their engagement in social action, were set in the context of a wider discussion of political processes with political scientists, politicians and youth 'experts' debating together.
