Paul Ennals, chief executive of NCB, used a speech at his organisation's summer reception last week to argue that "significant barriers" must be overcome to improve services for children and young people.
He said that too often opposing policies between different government departments have a detrimental effect upon young people's lives.
"We know there are significant barriers between education, social care and health. And we know there are significant mismatches between the policies that are coming out of the Ministry of Justice, the Home Office and the Department for Education and Skills," he said.
"The Government needs to do more to strengthen its cross-department working."
