Head of youth services David Whewell said: "There are 22 standards set out in the Department for Education and Skills document, Resourcing Excellent Youth Services. If we are to meet those standards by 2005, we need to know where we are now."
The audit, by youth policy consultancy Atkin Associates, praised Wiltshire's strengths in accredited learning, democracy and contact with young people, where it was found to be reaching the DfES target of 25 per cent contact.
But the audit found that full-time staffing levels were low, less than one-third of the number of staff recommended in the youth standards.
The audit also said more information should be available on services.
