Focus groups in 2005 revealed that Wiltshire County Council wasn't giving young people enough of a say in the provision of services and that youth facilities were poor. "We had a traditional youth service focused on youth centres," says Richard Martin, senior manager for operations and staffing at Wiltshire's youth development service. "We needed mechanisms for more effective consultation."
THE SOLUTION
The council hired a consultant to work with young people to produce a report that would shape the authority's approach to youth work. The work centred on a project called the 51 Minute Challenge, which referred to the amount of time per waking hour young people spend outside of formal education.
