The voluntary sector-run Ebury Bridge Youth Club, in Pimlico, was funded with 65,000 from the youth service.
Staff at the club set up a Save Our Club campaign with young people.
Campaigners said the club received 120 regular visitors and that young people had not been consulted about the closure.
Penny Yiannopoulos, representative for Ebury Bridge Youth Club on Westminster Youth Council, said: "We regard the action as deliberately vindictive. The council does not like being embarrassed by numerous protests."
But Sharon Cohen, head of Westminster Youth Service, said: "This club was consistently not meeting our standards, despite warnings in April over funding if it did not improve its service. Those that attended the youth club were often not local."
