Children and youth issues were last week elevated to a Cabinet-level concern under Brown's closest ally Ed Balls, now secretary of state for the Department for Children, Schools and Families (DCSF). He takes responsibility for early years, children's health, youth sport, the 14-19 curriculum and parts of the Respect agenda.
Beverley Hughes has been promoted, to minister for children and youth justice, and will also attend Cabinet. Kevin Brennan is youth minister, replacing Parmjit Dhanda, who has moved to Communities and Local Government.
Brown disbanded the Department for Education and Skills (DfES), replacing it with the DCSF and the Department for Innovation, Universities and Skills under John Denham.
