The interim report, by the National Foundation for Educational Research, investigates how children and young people's plans contribute to the outcomes in Every Child Matters. One of the seven areas studied is the level of reference made to youth work and Youth Matters.
Of the 50 plans studied, only half made specific reference to the Youth Matters agenda.
Tom Wylie, chief executive of The National Youth Agency, said: "While it's good to see that so many of the plans pick up on the kinds of themes that youth work addresses, it's very disappointing that only 50 per cent of them refer to the implementation of the Government's policies on Youth Matters. It bears out our concerns that the new arrangements are not paying sufficient attention to young people as a distinct group."
