The Association of Chief Police Officers (ACPO) is developing the toolkit, which its lead on youth issues believes could cut youth crime by 20 or 30 per cent.
Charles Clark, the chairman of ACPO's Youth Issues Group, and deputy chief constable of Essex Police, said: "All of us, not just the police, have got to focus at the community level on those things that are a concern to young people.
"If we do that in a really effective way, and I think that is where the toolkit is going to lead police services, we can reduce fear of crime and youth crime."
