Sir Charles Pollard told the Association of Chief Police Officers' (ACPO) annual youth crime conference on 9-10 October that by working together youth crime could be reduced.
"The Youth Justice Board knows what works in preventing offending and is pleased that ACPO welcomes our strategies," said Pollard. "We must ensure that all forces deliver our successful programmes."
Fellow speaker Home Office minister Paul Goggins backed Pollard's stance.
