The panels will trial the use of family group conferences to steer at-risk eight- to 13-year-olds away from crime.
The conferences bring together the young person, their extended family and youth justice workers to jointly draw up a services and intervention plan.
Conferences are already used in English and Welsh youth justice but the panels have not used them previously.
Sir Charles Pollard, acting chair of the board, said: "Family group conferencing encourages families to support their child, so that they are more likely to lead a law-abiding life."
