The toolkit is being developed using the police National Intelligence Model in conjunction with the Every Child Matters Common Assessment Framework.
Charles Clark, chairman of the ACPO Youth Issues Group and deputy chief constable of Essex Police, said: "The trick is to identify young people with risk factors when they are brought in for first offences at age 10 or 11." Officers will make referrals for early intervention working in partnership with local agencies including youth offending teams, schools and children's trusts.
The toolkit builds on a detailed analysis of the top five young offenders in Essex, carried out by Essex Police. All five scored highly on areas such as high levels of truancy and having a member of the family who had previously offended.
