Provision for young adults at the establishment, which is run by Group 4 Securicor division G4S Justice Services, was particularly poor, and there were no plans for their rehabilitation.
Inspectors praised the juvenile unit, but criticised a lack of education for under-18s. G4S said it had made improvements since the inspection in January.
