A report by HM Inspectorate of Prisons (HMIP) showed that Parc, near Bridgend, in South Wales – which is a young offender institution (YOI) and an adult prison – continued to provide a safe environment.
Inspectors found that bullying was not a serious problem, those at risk of self-harm were well cared for, security was proportionate, use of force remained low and there was little substance misuse.
Young people were also found to be spending more time out of their cells and had access to expanded programmes of education and vocational training.
Meanwhile, the management of resettlement was much improved, and a range of reintegration support was available. However, inspectors were concerned that the adult health unit continued to be used to hold separated young people, stating that neither its location nor its regime were suitable for dealing with these difficult cases.
