
Peter Clarke, HM Chief Inspector of Prisons, said the Young Persons' Unit at HMP & YOI Parc near Bridgend in South Wales had often received positive inspection results in the past, and management had successfully addressed a deterioration in standards at the previous inspection in December 2016.
Safety at the YOI, which held 43 boys up to the age of 18 at the time of the most recent inspection in October 2017, was found to have improved.
However, although recorded violence was falling, it remained too high. Inspectors also said the unit needed to address boys' poor perceptions of safety and victimisation - with nearly two-thirds of boys saying they had been victimised by other boys.
