In an inspection report on New Hall Prison and Young Offender Institution, which was published last week, Anne Owers said the number of suicides showed that "prison is no place for damaged women in need of support".
Owers also published reports on two other institutions that hold young women; Askham Grange and Eastwood Park. She said there was much to commend at Askham, but criticised the juvenile unit at Eastwood Park.
