In her report into Northallerton, published last week, Anne Owers said it was "inappropriate" that the cells were used in this way. Her inspectors also found the emergency-call speaker in the segregation unit had been muffled by staff because prisoners were using it to annoy them.
Juliet Lyon, director of the Prison Reform Trust, said: "We simply must stop using our young offender institutions as substitute mental health care units for vulnerable young people." Owers said that, overall, Northallerton is "a reasonably safe establishment properly focused on resettlement". However, she said limited resources are making it hard for the prison to deliver enough training.
