Pilot youth inclusion and support panels that work with disengaged eight- to 18-year-olds are being launched during the next year throughout the borough. The panels normally work with eight- to 13-year-olds.
Five panels are being set up, each covering two of the area's 10 wards.
Each panel will engage at least 200 young people a year who have been referred by two or more statutory agencies, and have five or more "risk factors" that suggest they could get into more serious trouble.
The Neighbourhood Renewal Fund and the Children's Fund are funding the panels until 2008.
Nick Mattocks, operational prevention manager at Newham Youth Offending Team, said: "Our intention is to divert young people away from eventually coming into contact with the youth justice system."
