YOUTH JUSTICE: Charity takes legal advice over closure

Fran Russell, assistant director of the Howard League, said: "We are looking at a legal challenge. We just need to find a young person for that.

"The idea would be to challenge the Youth Justice Board for not providing enough places in the secure estate."

The threat of legal action came as efforts to save Stamford House, the secure children's home in west London, were stepped up. The home could be forced to close after the board decided to remove all young offenders staying there (YPN, 28 January-3 February, p2).

Unison and the National Union of Teachers are considering a joint appeal to Home Secretary David Blunkett.
