Lord Carlile met Baroness Scotland, the Home Office minister responsible for youth justice, to discuss his report, which was produced for the Howard League for Penal Reform (YPN, 15-21 February, p2).
He told Young People Now: "She seemed extremely knowledgeable about these issues, and said the Government wants to move the agenda forward. I'm reasonably confident that we will see some progress."
In the February report, Carlile made 45 recommendations. He said restraints that cause pain are unacceptable and possibly unlawful; that strip-searching is unnecessary; and that solitary confinement should not be used as a punishment.
He said he didn't discuss these detailed recommendations with Baroness Scotland.
