The move follows a recommendation by Northamptonshire Police, which is carrying out an investigation into the death of 15-year-old Gareth Myatt at Rainsbrook Secure Training Centre in April (YPN, 28 April-4 May, p2).
Myatt died after three members of staff restrained him using the technique.
The method involves two workers securing the young person in a chair using an interlocking hold. The staff member on either side of the chair uses one hand to secure the near arm, while the other arm is passed around the young person's back to help secure the arm on the opposite side.
The Howard League for Penal Reform, which is planning its own inquiry into restraint methods, welcomed the decision.
