Bishop Roger Sainsbury, chair of the agency, has raised his concerns with the Secretary of State for Education and Skills, Ruth Kelly. In a letter sent last week, he says the delay is "causing a planning blight" and hindering the implementation of Resourcing Excellent Youth Services.
The agency's concerns were echoed by several key figures in youth work at Young People Now's Green Paper for Youth conference, which took place last week. John Goffee, chair of the Association of Principal Youth and Community Officers, told delegates: "The delay is holding things up. Staff morale has taken a dip."
Steve Hoy, chief executive of Connexions Cheshire & Warrington, added that speculation about what the green paper has in store for Connexions was hindering the service's work.
