The conference aimed to encourage discussion about the much-delayed green paper, and although Wylie's reference to the ever-changing date of publication was somewhat tongue in cheek, it did sum up the mood of the event.
Delegates and speakers alike said that the delay in publication - the paper was initially expected to come out last autumn - was not only a poor reflection on the Government's commitment to youth work, but also obstructed their professional ability to deliver effective services for young people.
Wylie said: "The failure to produce the green paper is starting to hamper the implementation of Resourcing Excellent Youth Services."
