Analysis: Youth green paper - A radical programme of reform

"The Government proposes to merge, and collapse and merge, a wide range of services, programmes and funding streams that support young people," states a draft version of the youth green paper seen by Young People Now.

The document, which is an almost complete draft, outlines a radical agenda for young people's services, extending the reform of children's services upwards and clarifying for the first time exactly how the Government sees youth work fitting in with its wider plans.

Some of the content has been hinted at by government ministers, or leaked to the press, but the document still contains a number of surprising and controversial ideas. At the heart of the paper is the youth offer that will give all young people the help and support they need to achieve the five outcomes laid out in the Every Child Matters document: being healthy; staying safe; enjoying and achieving; making a positive contribution; and achieving economic wellbeing.
