Analysis: Youth Green Paper - A paper designed to please many

The delays to the publication of the youth green paper have left the professionals that work with young people confused about the future direction of their work. But now it is finally here, the impact of the Government's proposals can be properly assessed.

The service that seemed to have most to lose from the reforms was Connexions, which early drafts of the paper suggested would be scrapped. The final version of Youth Matters gives the service some hope, saying that high-performing partnerships should continue, and the brand should be retained.

It also says that the responsibility for commissioning advice and guidance will be devolved from Connexions to the local authority, which can pass this responsibility to schools, colleges and children's trusts. Carolyn Caldwell, executive director of the National Association of Connexions Partnerships, says her members are happy with the green paper.
