Editorial: Delays, setbacks and the green paper

Given the time it took to produce last year's Every Child Matters green paper, it is no surprise that the document is unlikely to see the light of day until next February. But it is still disappointing. If you can't guarantee a delivery date, why commit to one?

Shadow youth minister Charles Hendry tabled a written parliamentary question on Monday making just this point. He is concerned that the green paper is going to be pushed off the agenda completely (see p2) if the delays continue. With a general election likely to happen next May, the chances of moving from green paper consultation to white paper legislation before autumn 2005 are unlikely.
