The organisation, which represents around 520 youth clubs and centres across the capital, has implemented a new approach to managing its clubs over the past year, to better meet the needs of its members.
The strategy will now be taken forward in the areas of citizenship, intervention and mental health.
Tracie Trimmer, operations director, said: "We are planning to develop a counselling programme to tap into borough provisions.
"At the moment, counselling happens during the day, and we want young people to be able to access it during youth work times. Good mental health is fundamental to day-to-day existence and we want to encourage young people to develop alternative ways of dealing with stress and depression."
Other plans include a trainee nurses project to develop communication skills with young people in training, and widening the current 16- to 24-year-old age group of the Millennium Volunteers programme.
