The children bill will introduce a children's commissioner for England - the last of the four regions to get one - charged with safeguarding the interests of all children and young people in the country. Unlike Scotland and Northern Ireland, the English title does not specifically mention young people. At the conference, young people will be given a chance to question a panel about how the English children's commissioner will promote their interests.
Encouraging participation
Peter Clarke, children's commissioner for Wales, will be one of the panel members. "In Wales, what we are trying to do is promote a much more positive view of young people and extend the ways in which they can interact with the community," he says.
