Young people in care: Sector awaits white paper plans

Leading practitioners who work with looked-after children and young people are hoping for concrete measures in a white paper due out tomorrow (21 June).

Pam Hibbert, principal policy officer at Barnardo's, said it is important that the paper provides details of how the Government plans to implement suggestions made in last year's Care Matters green paper.

"The green paper had a lot of aspirational ideas, some of which we were in favour of," she said. "But we're looking for the detail of how they're to put that in place. We're interested in a guarantee that children won't be moved in exam year."

Lucy Sweetman, south-west area manager at Rainer's What Makes The Difference? project, was involved in the consultation on the green paper with young people. She said a key proposal was to give specific professionals responsibility for individual looked-after young people.
