Looked-after young people are to be allocated budget-holding lead professionals to refer them on to services, under proposals to be contained in the looked-after children green paper.
The social exclusion plan raises the idea of the lead professional, who would "navigate the system of services and support that is available" and act as an advocate for a young person.
John Hill, national manager for the Rainer-led What Makes the Difference project for looked-after young people, said the idea was good but needs more detail.
