Looked-after young people: Green paper on care proposes free leisure activities for young

The green paper Care Matters: Transforming the Lives of Children and Young People in Care says the Government wants to "encourage" authorities to offer free access, but education secretary Alan Johnson, said he expects all authorities to do so.

"It isn't going to cost a fortune," he said. "I don't think it is feasible that they will say no."

Other proposals in the paper include creating budget-holding professionals for looked-after children and young people, extending the age range of foster care placements from 18 to 21, giving young people the power to veto moves to make them leave care early, and providing advice and guidance for looked-after young people up to the age of 25.
