Pam Hibbert, principal policy officer at Barnardo's, said the charity's submission to the Care Matters green paper consultation called for social services and the police to work more closely together.
"Young people in care are over-represented in the criminal justice system, and it is crucial they not be criminalised for things that would usually be dealt with informally by parents," she said. Barnardo's wants the budgets of 500 for each young person, suggested by the green paper, to be spent on extra tuition, and not on after-school activities. It says these should be paid for by local authorities in their role as corporate parents.
