The strategy, published last week, proposes the creation of a single qualifications framework covering six areas of common expertise that will become embedded in all national occupational standards and training by 2008.
The six skill areas are: communication and engagement; child and young person development; safeguarding and promoting welfare; supporting transitions; multi-agency working; and information sharing.
The Government has also suggested a career framework for the children and young people's workforce consisting of six levels: entry; support worker; senior support worker; professional or graduate practitioner; senior practitioner, consultant or service manager; and strategic leader.
The changes mean that by 2010 qualifications for everyone working with children and young people will not be tied to a particular service.
